Moving Teams

I'm trying to move some teams from premiership to championship and vice versa. i want to move hull, stoke and west brom to the premiership and move reading, charlton and sheffield united to championship so i can start manager mode with the teams as they are this season. i tried using CM07 to move them, i removed the teams from league and added the other teams, saved and went into the game but nothing changed. in friendly and manager mode the teams are as they were in the beginning even though i made these changes. what am i doing wrong? i also tried Creation Center 2007 but i couldnt find any method to move the teams around

still no luck, now when the newspaper shows up i get file not found with a green background. i gave up, re-installed the game and i'll probably start a new career this way
