First of all, great news to know that the V4 is close, although I prefer the Complete Package. However, I respect the wish of the majority.

As I think that the Complete Pack will give better realism and greater experience to the game, I would like to ask (and sorry to be wasting your time in this final phase of the Mod) if in this Basic version it will be possible to play the Ukrainian and Czech League and have all the rest of the best teams from European countries? Or will we have to wait for the final version?

I prefer the complete package. Nor do you have to wait. I think it's better, even to start Career Mode, with several seasons. Whoever opts for the basic package will then have to update, and everything you've done (your saves) will be lost and useless. However, I understand that most are desperate to test this as soon as possible. But, it's an illusion, as it will be lost when the full version arrives.
Anyway, for my part, I'll leave it to install the day that it's 100% finished. Ok
