Yeah, you are right, it was one of the only ways to stop stupid transfers. If you let that stuff go, there are hundreds of random transfers all over the place, most of which don't make any sense!
If you would to change the relocation settings then look at the transfer.ini (not the transfers.ini) where you will find
The transfer probability between league levels

I based the nationality on figures for the English Premier League, to try and keep the ratio of nationalities roughly the same throughout my Career game.
As far as progress. I do not have much to report, between work, family, and another indie game I'm working on, I have little time for this. The pairing system found in transfers.ini needs investigation, as well as, the transferteamdecision.ini. Trouble is EA's comments are pretty dreadful and don't make much sense.
