It's up all the time mate.
Just try multiple times if you have any problem.
And follow what I 've posted in my earlier posts:

Click on the link, wait for page to open, scroll to the bottom of the page, click "free", wait for page to reload, scroll down again, wait for timer countdown (near the "Download-Ticket reserved." part), click on the provided link after countdown.

If you have further problems, try to disable your proxy server for this download ;)
