If you don't have time or can't create his hair than maybe it'll be better to release the face without hair, I understand that it's not finished work but there are 2 or 3 faces were made for Barrios with hair and also there are many hairs for others players.
I think it could be good to release this face but hair people can try from other's Barrios or from other faces, as for me the most important is the face so I think maybe it'll be better to release it without hair, think about it.
