problem with frame skipping

hello,
when i turn frame skipping on (pes2009 v.1.20) from time to time game stutters a little, which bothers me pretty much. my configuration shouldn't be a problem (C2DE8500/2GBRAM/4850HD512MB).
when i turn frame skipping off, when any animation should play (e.g. foul), picture freezes for a few seconds, then the animation plays, but very very fast, after it finishes the screen goes black for a few seconds, and then game continues normally.

does anyone knows how to solve this?
