Problems with kit raptor and boot raptor

Can someone pls help me on how to use kit raptor and boot raptor properly. I did everything as needed and i wanted to import arsenal kit into the game. after i click "Import" the following message comes up
"This kit is not in the game".

I checked bmp size and it was in order.

Could somebody pls tell me what I did wrong. A tutorial would be quite helpful.
