My previous machine was a Pentium D 3.4GHz / GF8600GT, pretty able to run FIFA09 or even FIFA10 at somewhat high detail levels, with resolution of 1280x1024.
It could run FIFA07 at maximum details with "both hands tied".
But there was no way to run FIFA08 with that machine. It was lagged to hell, even at 640x480, low detail, everything off.
The game seemed to be incompatible with that machine, due some evil bug. I believe it could happen again with some EA game (to be "incompatible" with some configurations).
And about the cpu being a bottleneck, it is, at least, hard to find any benchmark test pointing to that direction.
I remember of a benchmark test showing that anything better than a Pentium 4 1GHz would be able to run COD: Modern Warfare 2, @Full-HD with every setting to maximum quality, with the proper video card.
Maybe the "solution" for all the lag problems is simply to wait for a fix from EA (that may never come).
Just for the record, I have a Core2Quad 2.66/GF GTS250, and I'm having some real lags only in replays; the gameplay is always fine.
