Stadium effect

I always thought this could change the weather in a match during its duration, but this doesn't seem to be the case. Does anyone know what it really is?

I think it means: if it rains the pitch becomes soggy and passes go slower than usual.
Or if it's too hot, then players start tiring.

Different stadia seem to have a different feel or smoothness when I play in it.
For example: the Estadio Nacional is a very zippy surface...with the ball flying all over the place
I find that some pitches, the ball moves a bit more slower than others.

No, it means that it makes the fans in the crowd do things like flares, toilet paper etc, and it is realsitic and will only do it in stadiums that really allow that stuff, Italy, South America etc..
