Already shared one year ago how to edit the file.
Read also my editing tips in my threads during the season (17 in this case and inside documentation 17 AGPE TOOL from first version).

You want my file, I have tweaked ball physics, disabled adaptive difficulty and LODs beyond max without Fidel's tool, just ask bangus.

It is in testing and would rather not because at the moment I am only capable of editing the file and if your machine can't handle the LOD settings I will have to
deal with everyone complaining their game isn't playable.

This isn't some Fidel mod that requires Cheat Engine.

I'm still on fifa 16.However I have almost all open and file normally is in the data.
I opened also file data.ini but can not find it
I will try to create it but if it misses entry I do not think I will work
is existing on fifa 16? locale.ini
i m kit- locale.ini,product but not locale

If you're playing FIFA 16 you can use the cl.ini file to place the codes and it should work, check the bh.

The first code should and does work.
The debug codes most likely won't work as debugging usually isn't done while playing the game.

The last code will only work with the leagues and teams that use flags, similar to the way scarves work.
I believe that can be edited in the leagues or nations table, I don't remember which table.
