Ny question is...is this WE8 Livewire Amped up a bit? and why is it called WE9 and not PES 5?

we8 livewire (japan) is an updated version of we8i, some tweaks, some better faces, now has the ronaldinho special move

we9 because that is the title for the japanese version, which releases first like all the other japenese games naturally, then the pes5 will be released for europe, then we9i will be released for the U.S., all essentially the same game

several threads were made already that wouldve answerd your question and in regards to the release date

What has been indicated through Konami's dealer price listings around a month ago has finally been confirmed officially. Konami's record selling soccer series is going into round nine, kicking off on August 4th, 2005 (once more just around one year after release of the previous Winning Eleven release).

Soccer enthusiasts for sure won't want to miss out on this year's update which once again contains several fine tunings, making this world-beating series even better.

First improvements have been announced so far:


Improved online play with less noticeable lags. (Online play may not be suitable for usage outside of Japan!)
New weather condition: Snow. You will see breath coming from the players' mouths to add realism.
Nippon Challenge Go for 2006 Mode (Take the Japanese national team to the World Cup).
Improved way players move on the pitch.
New motions have been added for an even more realistic game play.
New Master League additions.
New "Memorial Match" funtion.
Two new positions: Wing Back and Second Top.
Jon Kabira replaced by Tsuyoshi Kitazawa as commentator.
Preorders for Konami's highly anticipated Winning Eleven 9 for PlayStation2™ are open to ship on August 4th at US$ 62.90 (which includes a 2 dollar preorder discount for early reservations). Early preorders for this title are also expected to ship around 2-3 days prior street date.

I think you copied this info from Play Asia, but this part is wrong.
"Jon Kabira" is still there, the person that changed is "Nakanishi".
Not "Jon Kabira" . I`m sure of this.
BTW, Kitazawa has played in the Japanese National team and
is already retired of playing soccer.
