Whats the difference between CPUDIFF and USERDIFF?

there are 2 files in the ini.big which looks pretty much the same, cpudiff.ini and userdiff.ini, what is the difference?

Given their names and relative content I would guess that userdiff applies when both sides are controlled by human beings, and cpudiff when one (or both) sides are not.
