Finally. It took me forever!!!
I'm transalation from the web page (the link).
Let's see. There's new and old stuff. There's stuff that seems to be taken from these board but there's some interesting things I've never read before. I'm just translation and I didn't bother the organize it. I tried to avoid making any comments and if I did they are after a dash '-'.
According to this info:

*On sale in Japan : Aug 4 only for the PS2.
*Zico and Nakamura on the cover.
*New mode: "Nippon Challege go for 2006".We'll be challenged to qualify and win the World Cup with Japan (PES5 will also include this).
*Players behavior will be more realistic.
*Two new positions: Wingback (like Cafú) and Second Top (like Scholes)
*Snowy fields. The game can begin while it is snowing or it can snow anytime during the game.
*We'll see breath coming from the players mouths during cold games.
*User Profiles: All our stats will be saved.
*Different Kabira partner : Kitazama.
*Online mode with no lag.

*Two players can play on the same team in online mode.
*In the Master League, the evolution curve of the players has been improved as well as the system of the management system of them.
*The game edit has been improved. There will be among other things, a lot of *different kits to choose from.
*There's a rumor that there will be 4 new stadiums (Not 100% confirmed).

*New stat in edit mode: "Nature" : From 1 to 5 (5 for aggresive players)
*In the online mode, you will be able to send messages to your rival when the ball is off the field.
*The host of the game can be changed during half time on online matches.
*The player control is less automatic, more manual.
The games human vs human will be more exciting. The saga creator mentioned 'total control.' The diagonales on the box will be more precise and exciting which means that defending will be an art.
*More shots will hit the posts.
*You won't need to press R2 to feint to one side -the side step.
*AI improved.
*New animations.
*If you press R2 when shooting, the player will ALWAYS kick the ball with the inside of his foot(more precision - less power)
*The shots will be me more powerful in the mid-range shots if the ball is not moving or the ball is coming your direction compared to dribbling and shooting the ball.
*The players with the "Striker" ability will be able to 'darle mas rosca al balon' which will make them score more easily - I'm sorry I couldn't translate that. *It's seems to be Argentine slang and I could really get the context out if it.
*New Asian teams included: North Korea , Barein, Hong Kong, Tajikistan etc...)
*The aerial game will be more realistic, one of the biggest topics of WE9.
*New free kick style: Nakamura's ( This player is like a God now in Japan).
*The game will be more realistic than WE8LE.
*In the last video about WE9, the 3D fans you see are not in-games images but the before kick-off images. Other improvements for example: the giant utranippon uniform on the stands behind the goals, and things like that.
*No changes on the menu before kick-off (the menu with game length, how many subs, day or night, etc)
*You can choose class part for the uniforms. Like it was supposed, it was actually true. Just like in the Confederations Cup, Brazil may use their yellow and green jersey, white shorts and white socks and they can combine these.It seems you can do this for all teams exception Japan (but who cares about the nippon haha).
*New national teams: Ivory Coast(with Drogba) and Venezuela('la vinotinto' is finally in WE ). It seems that the other national teams ( the asian ones: *North Korea, Bahrein) will be only available for the Japan Challenge 2006.
*If you set the intro to OFF you'll see the player formations while the game is loading.
*The WE-Shop seems to remain unchanged. There may be a PSP option but I couldn't find out about this.
*New mode like the Kirin Cup.

Stats: (what everybody wants to see )
Crespo UP. They say he's strong and powerful.
Tamada UP. They says it's only because he played pretty good in the Asian Cup
Miyamoto is more or less but they say he has like 3 special ability stars
Nakata, Ono, Nakamura, Nakazawa are 'sarpados'. - I guess their stats have been boosted up.. I'n not sure.
Joaquin has more acceleration.
Marcos Assuncao increased his Free Kick ability (more?? he already had like 97 how much does he have now?? 150??? jajaja)
Iniesta UP
Helguera from Real Madrid DOWN. (uy uy uy~)
Park Ji-Sung has increased his stamina an other things.
Pirlo has also increaed his stats in a more balanced way.
Vieri, Recoba, van der Meyde, Davids, all DOWN.
Martins UP.
Cesc Fabregas has his real face and increased his stats.
Downing from Boro has increased a lot.
Xavi y Deco UP.
Finally Riquelme looks like himself!!!!!!! It was about time
Messi has increased his stats a little bit.
*The games with snow are pretty good. You can see the orange ball rolling down the white snow like it happens in the european leagues.
*Sometimes the security people who are beside the field move.Sometimes you see the linesmen. and sometimes Ballboys too!!!! WOW This WE seems more realisic.
*During Half Time there's a new option "Abandonr game" In other words if you don't like the game you can just quit - I guess this is different because now your win-lose stats are being kept.
*When you score, there's a scene where the camera shows the player who scored from a camara in the stands and you can see the hands from the fans blocking you
*The game points after each game, the ones given to each player, are higher than in we8 or we8le
*Taking a shot on goal is more complicated. The first impression you can get is that it is much harder but once you get used to it, taking a shot will be even easier than doing so in WE8Le. The shots are more easily blocked in WE9
*Injuries not only happen with physical contact with other player but they can also occur when running or when you are by yourslef. (This guy mentions that Shinki Ono got injured in the second match of the Nippon challenge. In the second half he took a long range shot and then you could see him grabbin his back after that and when he checked if he was alright, he was injured!! without any phyiscal contact!
*Once you finish a game in the Japan Challenger 2006 mode, you get the image a sports newspaper with the game review and how the press saw how you played.
*Fair play has improved a little.
*Kawaguchi made a throw with his hands that went all the way to the half line ( just imagine Gomes from PSV- throwing the ball to the other goal~ jaja)
*Now the referee lets physical contact inside the box.
*When playing against the CPU, if your oppenent is on the floor and you throw the ball out. The CPU will give you back the ball.(THERE's FAIR PLAY!!! jajaja)
*They say there are no slowdown( He also says it could have been casual that it didn't happen )
*AI is more intelligent and smart.
*The field seems to be bigger
*Controlling the balls has improved. Defenders control and chest the ball with more realism
*When you are being pressed by the opponent's deffence, the passes are less precise than 8LE.
*Some lower class FW's are faster on the wings than Ronaldo. In other orders, wingers are better than Forwards in the wings because forward don't do this task that often

Oh my God..... everything is AMAZING... and that bit about FIFA fair play.... TOTALLY OUT OF THE BLUE.

The only thing that worried me was: *More shots will hit the posts*.... I guess I'll have to trust KONAMI won't make it unrealistic....

Most welcomed changes IMHO:
*The field seems to be bigger.
*Injuries not only happen with physical contact with other player but they can also occur when running or when you are by yourself.

Darle mas rosca al balón
means curving the ball when shooting. So the players with the 'striker' ability will be able to curve the ball more, which will make it easier to score for 'em.

This post is wrong.
But there will be a Winning Eleven for XBox360.
Konami is planning to release it in 2006 Fall to Winter.
And the title is not Winning Eleven 9.
Its just called "Winning Eleven Series" , so theres no title for it yet.

For your info, Pes-Insight has already been part of the Soccer Gaming Network for quite sometime. They once was part of the network, then wasn't for awhile. Then they are again.

Well, either way they have a lot of screenshots and vids of PES5/WE9 as wella s beta tester impressions
