sorry guys i'm not very good with the english language.

I am not sure if this means:

week 1: 2 times
week 2: 2 times
week 3: 3 times
week 4: 2 times


or



week 1: 2 times
week 2: 3 times
week 3: 2 times
week 4: 3 times


any help i will apretiate it....

It means workout twice every week, but work on the same muscle at least 3 of the 4 times in two weeks, meaning they you could do different workouts every time.

Let me try to explain. For example you have 4 muscles: A, B, C, D
What they are telling you to do is something similar like:
Week 1, 1: work on muscles A,B,C
Week 1, 2: work on muscles A,B,D
Week 2, 1: work on muscles A,C,D
Week 2, 2: work on muscles B,C,D

That way you will workout twice every week and work 3 times on each of the muscles in two weeks.
