what does it do?

It keeps all the changes that official patch adds and besides removes the duplications and missing teams in Manager mode. It permanently restores the default teams and Leagues in english and other manager mode gaming

we also managed to solve douplicated Gillingham and Rochdale !!!! now they appear 1 time and also Nottts County and Southed United appear normally in manager mode, previously not!

Post of g2000:

Just a heads up, we released a new version of the patch (v3.1). In this version we corrected the following duplications:

npower League1:
Rochdale appears twice when playing Manager Mode (by selecting any team in this league). Note that Notts County is not visible in the league table.

npower League2:
Here Gillinham appears twice when playing Manager Mode (by selecting any team in this league). Note that Southed United is not visible in the league table due to this duplication.

GSP FIFA 11 Greek Teams Update patch also includes the above update and (as the name suggests) updates the kits for these teams, adds more alternative kits (up to 5 kits per team as opposed to the standard 3) realistic banners etc etc
