There are fans.The folder "crowdPALcement" is incorrectly specified in the archive of the stadium responsible for the fans. In the root folder with the game, it was apparently copied separately. That's right - "crowdPLAcement".

@gonzaga once again not a call for fixes but maybe in the next time you'll catch something similar.
I've been playing at the WC22 stadiums A LOT and have noticed these tiny details:

Al Bayt and Al Thumama:
-dark spots, presumably shadows/bases for missing microphones

Some banners colliding with the ACs

The previously "missing" roof pieces being brighter than the others

But in general, awesome experience when coupled with all the fancy boots, kits, banners and adboards. Thanks! Waiting for Lusail and Al Janoub in particular.
