    So far from my experience the offered clubs you get depend on your own club's rating (number of stars). So Anzhi might be a lower ranked club (too few 'stars') compared to Juve. By the way Spartak kicks ass. With Welliton anything's possible.

Also look out for those who have the statement 'This deal looks like it could happen, go ahead and submit your offer' after you go ahead with negotiations with them.
