    Ok so I did what you said, I found all the ini files like scout.ini and youth_scout.ini (from the dlc folder) in data4.big but still no "youth.ini". Are you sure it does even exist ?

    I have the same issue as OP, I already created a thread but I had no response so I might as well ask here. I don't see any youth.ini file, only youth scout.ini and scout.ini, is this normal?

    Well, the question is in the title. There are 54 countries that we can scout by default, but is it possible to send a scout in other countries(Costa Rica for example) ? I tried to look into the db and dlc files but I haven't found anything helpful. I know this is doable in FIFA 19 with a cheat...
