You should use accesseditor at www.fifaecp.com but you must also have creation center.

Another way is only use creation center, but it has limitations (not sure sorry.)

You cannot create leagues using FCDB or any of the other .dbi editors.

I am quite sure the only ways are CC and accesseditor unless you are a coding/programming genius like Chau Le.

...forgot to mention...

with created leagues you cannot make it specific such as editing fixtures and tournament/cup dates.

...basically it will be like when you go to 'tournament mode' in Fifa 2003 and go to 'custom cup' and you then choose to create a league.
