    I suggest replacing both 16 and 95 with editor tool, that way you don't need to change any tables with RDBM for literally every team in England. If you replace with 2 different ones(example red for kit numbers and the blue one for shorts as they have a bit different logo), then some teams use 16...

    I don't see any changes done to player growth, but then again there might be some as I haven't tried this mod yet(have to finish my current career).
