I installed the rosters update by Jomi (I think) that is available from Sweetpatch, and I thought I would edit some stuff since I was already in there. So I looked at the boots column - almost exclusively, the players were assigned to either boot #1 or #2. I then sorted the database by name (alphabetically) then copied the entire thing to an XL spreadsheet and changed the boots to allow the players to use all 5 boots in the game. When I converted the access db back to fifa.db and ran the game, there was no change in the boots the players were wearing! I think it is a backward step from even Fifa 2004, because at least you could change a players boots and it stayed changed - and was reflected in the game! I had noticed in the demo, that players changed their boots from game to game... so maybe the database doesn't control who wears what...
