Cannot Participate In World Cup (Be A Pro Offline) PS4

Is this a bug or am I missing something? I have played in every international friendly, my pro is rated higher than anyone in the national team and yet I am not getting picked for the world cup.

Can anyone offer some advice? Thanks in advance.
