Cant import kits

Hai guys
i cannot import kits via cm11 and also kit manager.only way i can get them are by pasting rx3 files in sceneassets folder.here are the problems
1)cm11
i import png or bmp kit files to cm11.i save and close.then i regenerated.the kits didnt appear.then i tried without regenerating (coz i have xp).still problem.then i saved it and opened cm11 again still problem.why ?
2)kit manager
when i try to import kits i get an error message direct x9.0 not installed.isnt it installed with the game
