DirectIP help with Fifa 06 World Cup (PC)

Hey guys, I'm running Fifa WC 2006 on my PC and trying to use the multiplayer feature but it's not working. I add my friends IP and he adds mine (both are external IPs), I connect to his while he clicks Host. But it just says connection failed. We've tried vice versa and the same thing happens. My Windows Firewall is not blocking the game, I've checked. Does anyone know how to work this?
I'm running windows xp and we're both behind different routers. We've tried both the router IPs and the external IPs and neither work with multiplayer.

Uh! Did you play it on LAN? I think it maybe the same?!?
