OMG - unnecessary thread.
You could ask it in somebody's thread.
As many people here - the most easiest way to create it with FaceGen (you can make the basic model in FG) and fix this model in Blender, 3ds Max or Rhino, better in Blender or 3ds Max.

Or more harder way to use Blender, 3ds Max or Rhino and rework already created player's FIFA model - but it's more harder to make.
BUT THERE IS NO POSSIBILITY to use created head models in FIFA 12 untill convertor will be released - only in FIFA 11.
