How do I convert BMP files into pictures in FSH files?

I wanna know how to convert bitmaps into FSH files, and don't tell me to use FSH-Flash because mine doesn't work (it crashes).

If I knew then I would make new leagues and International teams, I've got some cool pictures for the flags you see.

Any help would be appreciated. Thanx.
