In whose interest is it that FIFA 2003 and TCM are developed as separate games?

I want a comprehensive football gmae where I can play as "player," as "coach," and as "manager," with a full career mode.

Why is EA afraid to give us this in FIFA, when they do so with gusto in their Madden series? Don't the same metrics, the same economies, apply?

Indeed, once a global, comprehensive databse is built, isn't it about - from a data perspective - only about updates, the 3D match engine not withstanding?

And wouldn't it be easier to integrate the comprehensive attributes fro ma management game, and translate them into physical features that can be both seen and felt in the 3D engine? Wouldn't it make sense for these currently disparate elements to be integrated?

In whose interest are these production, marketing, and development processes?

It certainly isn't in the football fan's interest to have two separate games. Indeed, as I play both Madden 2003 and NCAA 2003, games clearly possessed of the aforementioned features, I become more and more convinced that the FIFA side of EA's house may suffer from either incompetence or lack of vision.
