Oedit not working with Vista 64 ultimate?

Can someone tell me how can I make this program work, or if there's any other software for editing o models like Oedit that can be used in Vista?!

Problem message when i try to open Oedit:

"An error occured while initializing Direct3D. Please run the provided "Set 3D Device" tool and select compatible device to use with Direct3D"

My computer is working fine with games, but i cant open that Oedit.
