I have edited my pes3 option file, based on Wolf's 4.0 WE option file, to include transfers up to 3rd August:

I have not replaced the relegated teams or created any new players (except Josemi for Liverpool, from CM4 stats), I have just transferred/released existing players according to the above transfer details. Shirt numbers and starting line-ups will obviously not be as up to date as the squads.
It's my understanding that Wolf's not going to do any further updates for WE7/PES3, so if it's of use to anyone else then you can download my option file here. You can update further transfers yourself using editpes3optionfile and following the above links.
