solution to the hungary problem, but how to do it?

i have found the file which has the hungary transition flag, but i don't know how to import it in game, and i need to find the full screen flags for the countries and how would i import the hungarian full screen flag to replace the whit flag that is there ingame.

Here is the hungarian popup flag (id 1886):
