Transfers question

Do any of the FIFA pc games have a transfer systems in which you have to negotiate? (I have FIFA 2001, and the user can simply transfer, buy or sell whoever he wants).

What I mean is, I'm looking for a version of FIFA in which dealing with the computer (and players) for transfers is a little more strategic.

Right, but in any of the FIFA versions, do computer-controlled teams try to buy YOUR players? Do any teams REFUSE to sell?
