Ok, here's the explanation on how to make rounded borders...I make them like this:
In Photoshop make an image (of the size you need), then use the RECTANGLE marquee tool and make a selection, go to SELECT>SMOOTH and enter a number (I can't tell you wich number you should enter, as it depends of the size of the marquee).
Create a new layer and then fill-in the selection with the colour you want, make all the changes you want (bevels, or move the layer), and save it for example as (the example is based on the right-top border and also based on the 4 borders of the table: right-top, left-top, right-bottom, left-bottom): right-top.jpg (or gif, or PNG, as you want)... then go to TRANSFORM>FLIP HORIZONTALLY and save it as left-top.jpg, again, once saved it, go to TRANSFORM>FLIP VERTICALLY and save it as left-bottom.jpg finally and again, go to TRANSFORM>FLIP HORIZONTALLY and save it as right-bottom.jpg.
Now in your favourite Websites editor (I use Dreamweaver MX) create a table with 9 cells and take a look at this:

X I X
I I I
X I X

I= NOTHING/TEXT
X= Image (left-top.jpg/right-top.jpg, etc, etc).
What are the 9 cells for?
Simple... the first 3 cells (horizontally-speaking) are for:
LEFT-TOP.jpg - CONTENT - RIGHT-TOP.jpg
the second group of 3 cells are for:
NOTHING - CONTENT - NOTHING
and the last group of 3 cells are for:
LEFT-BOTTOM.jpg - CONTENT - RIGHT-BOTTOM.jpg

It's quite simple... anyway if you still don't understand tell me, and I'll attach an image with a screenshot
