I can not unlock the winter balloons

I have the original game, but the FIFA PC database is buggy, both for new shoes (winter) and for winter balls. Even the other years was so, in a nutshell, the catalog of the PC version is not updated correctly compared to that of PS4 and Xbox
This is not necessarily true. The Nike Ordem 4 Winter Balls are in the game, but I am fairly sure they are last year's model. As Luis7 said, EA does not update the PC catalog (at all I believe) after release. It is frustrating, and one of the main reasons that the lack of modding capability truly leaves PC users with an inferior (or at least outdated) product relative to PS4 and SUXCOX

If that's true then we'll have to wait for the some tools for importing textures...there is no other way.
At least the pc users have hope for modding tools but the consoles ones not really.

The problem is certainly connected to the fact that you skip some important passage/step.
After succesfully Step 1 Ok, you must press the related numpad key (as example 1 and 5) on your keyboard (the numeric keypad).

Run game, when you are in game menù, run cam tweaker
Do the STEP 1 (CTRL+C) - wait for voice OK.....now you can see default cam values in the gui like 25 and 0.17
Do the STEP 2 - in the pic the numeric pad to press keys:
make sure the Num Lock is enabled and light turned on, so press 1 and 5 (as example),
play the game, adjust via in-game cam sliders the position as you like via new multipliers.
Just run the tweaker related to the camera you are interested for.
