It used to be a 30 second rule.

Sometimes I run into a problem when I post something, go to another thread with like 1 new post and then make a small comment, but usually it's not a problem. Randoms and noobs shouldn't be posting every 30 seconds anyway. They shouldn't be posting at all for that matter.

why can't it be 30 seconds or something less than 60?

if you notice increse in postboosting then you could make it 60 again
