Does the number of teams that can play for the CL from a certain country change?
For example if dutch teams dominate the CL they can have 3 teams again in CL instead of 2. Or does it always stay the same (Englans, Spain, Italy : 4 etc....)

I think that it depends on the FIFA world rankings in the game. So if Belarus win the World Cup. I think they would get more places in European competitons

In CM4, like in real life, the places for European competitions are defined following the UEFA country ranking. Points are allocated following results in the two European competitions, this also includes fair play, btw. It doesn't have anything to do with the FIFA ranking, though.
