Adboard Editing Question

I have made adboards in a bitmap which is of the correct size and have imported them as a bitmap over the current ones using the Graphic program. I have set the opacity value to 100% but when I play with them you can only see the black and the white is seethrough and one of the red adboards I have created is totally messed up along with many others.

Anyone have a reason why this occurs.
