By modifying the database, and by the sound of it you don't seem to want to edit database, just squads files, so... NO CAN DO!

So, is there a way to increase number of in-game selectable boots ? If yes, can you explain me how ?

Sure!
For example in database last boot ID used by players is 223. But before of that ID is 217. So I made 218, 219, ... 222. And more: 224, 225, ... 230. And I gave to players those ID.
To import boots in game:
For importin some CTR360 for example:
Just find an ID of an CTR360 in game or ID of a boot with same shape as the one you want to import and export all 3 files to game path with TEXTMOD (one file represents 3d shape, one is texture of boot, and last is bumps), rename files to ID you want and they will apear in game if you assign that boot from database to a certain player.
