(Almost) Full Potential After One Season

For my career mode, some high potential players that start at overalls in the 70s seem to be growing to near full potential in one season. (like 74 -> 85)

I have Improved transfer mod on. Pretty sure it changes playergrowth.ini but unsure in what way. Anyone else have this issue or know what to change to fix it?
