It's because Arsenal low balls the offers. Their assessment of a player is no where near the market value. Players like Higuain and Gustavo publicly expressed interest in going to Arsenal, but they jerked around and now those players are gone. Now they only offer 10m for Cabaye lol

Arsenal are reportedly ready to make a £20m bid in an effort to sign Juventus’ French ace Paul Pogba.

According to Sports Direct News, Gunners boss Arsene Wenger will table an offer for the former Manchester United player.

The midfielder, who helped inspire the Old Lady to Italian Super Cup success on Sunday against Lazio, joined the Turin giants last summer after his Old Trafford contract expired.

However, Juventus are unlikely to let go of their 20-year-old given how highly he is rated by boss Antonio Conte.

The latter is understood to have told club officials in July that Pogba and fellow midfielder Arturo Vidal were not to be sold at any cost.

Pogba, now a French international, scored six goals in 38 games for the Bianconeri last season across Serie A, the Coppa Italia and the Champions League.
