Depends on how much you value gameplay. FIFA04 certainly looks good, has a lot of leagues and the new career mode. Gameplay is better than 2003 (heading works!) but still far from realistic. You're completely right about long shots being too successful. The CPU doesn't vary it's attacking style very much either. There are some subtle differences between the teams playing styles but the player ratings don't seem to be as important as they should be. Most of the time the CPU attacks up the middle (rarely on the wings) and uses break-aways/counterattack incessantly. Too much tackling seems to be necessary to stifle the CPU as well.

There are some bugs that aren't that important but still manage to annoy me. These include replays and incorrect game logos. For example, occasionally when you score a goal, the replay just pans over your goalkeeper and then the grass rather than the actual action that resulted in the goal. When you begin a game, the start-of-game logo always says that your chosen team is one place lower in the tables than you actually are. If you're playing a league cup game it won't say league cup. It lists whatever league you might be playing in, e.g., if you're playing a English 3rd Division team it will say 3rd division rather than league cup.

FIFA04 is a step in the right direction but the gameplay still leaves a lot to be desired. I would get CM or PES3 if you're interested. Don't get me wrong. FIFA04 is playable and somewhat fun it just doesn't feel like real football.

Wait. Nobody mentioned NHL 2004! The game is sweet. It is well worth looking into.

I don't want to seem ignorant, but I didn't know hockey was popular or even televised in South Africa;)
