Assigning Programs to Different Ports?

Starting XI
Here in the boarding house some ports are blocked which stops programs like Bit Torrent working. Is there a program that lets you assign certain programs to certain ports?

Not sure, but if you go to start->run->cmd and type in ipconfig you get your IP addresses. Enter the number for Default Gateway into Firefox/IE, it should take you to your router, and you can then choose port forwarding. (may need a username/password which is in your manual, its usually something like admin/password or admin/admin)
