I always dislike this because it seems too much like cheating to me. If I sign a free agent, I always make a rule for myself that I have to wait a year to sell the guy (and that means having to pay his wages for a year). It's the case in real life, so I figure why not here since it becomes way too easy to accumulate gobs of cash that way. The fun in picking Sunderland is working within the clubs limitations. He's a good guy because he's currently better than your Sunderland midfielders AND he grows from here.
You can try Danilinho from Atletico Mineiro. He doesn't grow a lot (up to about 82) but he's better than what you have now and only costs about £2.1 million pounds.
You can also try Josmer Altidore (Red Bull New York), he's fairly cheap with a low salary and is already as good as Cole or Yorke. Goes up into the high 80s.
Sell anybody who is not starting for you and costs a lot of money in Salary. There's no reason to have high salaried bench players.
Started a career at Sunderland. Managed to buy 6 players, 5 of which moved into the starting lineup (the sixth was a left wing back who didn't transition to a center back well). I switched the formation to a 3-4-3. Here's the six transfers:

Couto - CB - Parma - £1,147,500 - 82 - 70
Sold a bunch of guys like Yorke, Cole, Nosworthy. Anybody who wasn't starting, wasn't going to be starting in the future and cost me a good bit of cash in salary. Yorke in particular has to go.
Quick simmed and up until about October was in first place (believe it or not). Won't stay there of course, but I like my chances to survive and keep my job. If that's the case, I'll probably use the winter transfer window to stock up on cheaper future options like Altidore or Patrik (Sao Cateano) or maybe Toni Kroos (Bayern) or Adel Taarabt (Tottenham) if they're still cheap. Won't have a lot of transfer money.
By next year Veloso is going to be worth a ton on the transfer market, so if push comes to shove I could sell him for a bunch of cash.
