(Mostly based on PC WE8 and FIFA 2005, but considers the full line of both games on all platforms) 
This is a stupid argument. Gameplay is the most important aspect of any GAME you PLAY. These aren't movies... you are involved. How in gods name can Winning Eleven even be compared to FIFA in any possible way? FIFA used to be fun before I played WE for the first time (prob was like we5). FIFA is the biggest piece of garbage this side of those crappy 2k sports games. Clearly FIFA is just a superfiscal joke of a game to fill out EA Sports's lineup. Soccer and Hockey will always be games easiest to convert into a video game, it could simply be composed of dots on the screen, and WE's solid passing and realistic shots/ball "physics" crush FIFA's terrible gameplay. FIFA seems to me a result not of solid game design implemented with passion by a team of avid soccer fans, but a shoddy uninspired creation from a company based in a country where very few people even cares about soccer in the first place (hmmm....
). While some people find WE8's online play to be lacking (it is in many ways), the core is there... >100ms ping and you have online WE! The lack of a match making service on KONAMI servers I find to be quite nice, no chance for them to rip us off with subscription fees or anything... and no problems with CD Key authorizing or anything like that. My only advice would be to drop the peer to peer model of online play for a dedicated server approach, ala Half Life/Quake. This would remove the host "no lag" advantage.
Simply put tho, WE is a fun soccer game. Fifa is ****. WE takes skill and rewards creative and sound soccer strategy. Fifa is like a badly realized arcade game, lacking any resemblence to real soccer with controls that lack the intuitive feel of WE. I still have nightmares from playing FIFA world cup 2002 at my brother's house. The fire trail on shots was cool tho! heh
