Can anyone make Japan National Team Kits?

Can anyone make Japan National Team Kits? They even made to the second round of the world cup 2002 and they weren't included in the game. I was very disappointed.

I'm sure I read somewhere that the kits were already in the game, like the Dutch national kits are.

check the dplyrkit.big file it is team id 1411, home away and 2 gk kits
