Cannot get the weather patcher to work

I recently downloaded the weather patcher from the German Fifa2003 site, and I can't get it to work. It says I should have a FIFA2003 WP file, but I don't? Any clue to get it working, plus under the requirments there was something like CA 100 on HD...what the bloody hell is that? If someone got it working can you give me a step-by-step way to get it working?
