I followed both of your guys' advice. Arkpad was right because before I did the DB11 thing, there wasn't a db folder and the loc folder didn't have an eng_us.db (I think, though I'm sure about the db folder). Regularcat was also right because after I extracted the CEP files and unticked 'read-only' once again on the properties window of the FIFA 11 folder (I had to do it multiple times which I'll explain in the next paragraph), it took a long time to process. But I still ended up getting the same result! Except this time, I got a window that said FIFA 11 has stopped working properly.
There might be something wrong with the read-only thing though. Every time I untick it, it processes it for a while and it is unticked. I click OK and open it back up, but it still is ticked as 'read-only!' This happens every time, it always says it's read-only when I open up properties again. I know that it is not read-only though because I was able to extract all of the CEP files into the folder without problems (before I wasn't able to). I went to properties and the security tab and went to each "group or user name" on the list and gave them all full control (and this doesn't change, when I look at it later all of them still have full control). So I'm not sure if there's anything wrong here. Just to be sure I went and did the same thing to each individual folder in the data folder, but get the same result (it always says it's read-only, even though it acts like it isn't).
Again I'll lay out my exact steps:
Uninstalled FIFA and deleted all of the leftover files
Installed FIFA and then installed the 1.01 patch.
Unticked the read-only box in the Properties window for the FIFA 11 folder
Did the DB11 thing, creating the db folder and the eng_us.db in the loc folder
Extracted the CEP11 files into the data folder
Unticked the read-only box in the Properties window for the FIFA 11 folder once again
Ran the i68 Regenerator 1.6
But when I start it, it crashes to desktop at Iniesta screen with a window that says 'FIFA 11 has stopped working properly.'
Someone please help!
