As regards attendance. For instance, Lithuanian A lyga average attendance for three years (2009-2007). (Yet it may be questioned if attendance was recorded correctly per each game in the first place). Stats compiled from here.

I don't know the numbers of Latvia and Estonia, so if Lithuanian teams' attendance would be minimum and other Baltic states medium or higher the equivalence would be lost. The same is with budgets I guess.
European competitions such as Champions League qualifying of course attract higher number of spectators.
