Converting BMP/PNG to a kit format

I have kits but in PNG/BMP formats, how do I convert them so that I can import them into the game.

use 'WE Mod Center' to insert BMP into the AFS file

do you know where I can get it? I search but I didnt find anything

Edit: I found the program, but now whe nI want to open a kit (in BMP format) it says Error: Stream Read Error

Now where the heck are the referee kits located?
