What I meant by my comment was that information isn't too obscure or inaccessible around the forums. that's all. I suppose I could have been less of a douche in my answer albiet no pun was intended, and I apologize for that. I'll try to make it up for that shortcoming by ellaborating on the topic of League creation (mainly the differences)
Up until Fifa 11 (which is actually Fifa 10 for the PS3/Xbox360 with tweaks on the PC) all the relevant information needed for tournament/league stuff was stored inside the game's main database file, so Creation Master could easily access all the tables and it was pretty straight forward to add things to the game.
With the introduction of that creation center nonsense, EA decided to take that information off of the database and move it to a folder where it would store all the default competition info along with the extras downloaded via the creation center website, so those files became unaccessible to CM on its initial releases in Fifa 12. To add up to the hassle, EA hardcoded the valid ID's for league creation in Fifa 12, allowing people to still make tournaments even though they couldn't be played in career mode unless they had one of the allowed ID's. Appearently in Fifa 13 and 14 since they were busy focusing on preparing the NG versions of the game and other features they didn't put such a tight "lock and key" on the game regarding tournament editing, so when Rinaldo returned to the development of his tools (for Fifa 14) it was easier for him to create the tournament editing feature of CM (which was absent from CM 12 and the unofficial CM 13 as I mentioned earlier)
The tournament creation would still be possible because the necessary files are simply text files with tables with a particular text encoding. All it takes is understanding the relations between the tables. The cool thing about being able to use CM to do it instead of manually editing each file is it prevents you from forgetting to edit the files and reduces the chances of errors that are easy to make when editing manually.
