A player should get paid by the team he's playing for, it's obvious. If it's the club, then the club should pay him. If it's the national team, then the national football association (not FIFA) should pay him. Same applies to insurance.

On the other hand, the "compensation" for players being on national duty is a more complex issue. In my opinion, playing for a national team makes the player itself more famous and this brings more money to the club itself, so there shouldn't be any "fee" for the national team "renting" the player.

All clubs need money. Big and small ones, all are in a very bad financial situation. At least in Italy.
